REGULATIONS
of the third Golden Raven International Arctic Film Festival (Anadyr, Chukotka Autonomous Okrug, May 20, 2019 – May 26, 2019)
The Golden Raven International Arctic Film Festival is run by the Union of Cinematographers of the Russian Federation; the Youth Initiatives Production Center; and the Department of Education, Culture and Sport of the Chukotka Autonomous Okrug, with the support of the government of the Chukotka Autonomous Okrug.
Article 1. The Golden Raven International Arctic Film Festival, in accordance with the federal law "On state support for filmmaking in the Russian Federation", has as its goals and objectives the following:

facilitating the integration of Russian cinema into the global filmmaking process;

attracting mass audiences to next-generation movie theaters, activating movie theater screening processes, and contributing to the development of the Russian national film industry;

contributing to the creation and development of filmmaking education and the film industry in the Chukotka Autonomous Okrug.
Article 2.The key activities of the Golden Raven International Arctic Film Festival (hereinafter referred to as the "Festival") will take place in Anadyr (in the Chukotka Autonomous Okrug) from May 20, 2019 to May 26, 2019.
The screenings of the competitive and non-competitive programs of the Festival will take place in different locations of the Chukotka Autonomous Okrug.
The opening (May 20, 2019) and the closing (May 26, 2019) ceremonies of the Festival will take place in the auditorium of the Polyarny movie theater (in Anadyr).
Article 3. The Organizational Committee of the Festival is comprised of:
Tatyana Voroshko (Chairman), head of the Okrug Office for Culture and Support for Social Organizations;
Philipp Abryutin (Artistic Director, Program Director), Secretary of the Union of Cinematographers of the Russian Federation, a national public organization;
Oksana Lakhno (Producer), producer of the Union of Cinematographers of the Russian Federation, a national public organization;
Mariya Sadovskaya (Vice-Chairman), head of the Department of Culture of the Okrug Office for Culture and Support for Social Organizations;
Aleksandr Sysoyev (Organizational Committee Secretary), deputy director of Okrkinovideoprokat, an autonomous institution for film distribution and cinema entertainment in the Chukotka Autonomous Okrug;
The members of the Organizational Committee:
Irina Apletina, director of Okrkinovideoprokat, an autonomous institution for film distribution and cinema entertainment in the Chukotka Autonomous Okrug;
Mariya Gutova, director of the House of Folk Arts of the City District of Anadyr, a municipal autonomous cultural institution;
Lyubov Makhayeva, director of Chukorka Multidisciplinary College, a state autonomous professional educational institution of the Chukotka Autonomous Okrug;
Nikita Podgorbunskikh, consultant at the Okrug Office for Culture and Support for Social Organizations;
Olga Rastorguyeva, director of the Chukotka Heritage Museum Center, a state budgetary institution of the Chukotka Autonomous Okrug.
Article 4. The Festival program includes the following key activities:
- An international, feature-length, live-action film competition for films created no earlier than January 1, 2017. The competitive program for feature-length, live-action films includes films dedicated to northern themes and/or reflecting the lives of the inhabitants — particularly indigenous inhabitants — of the northern regions of the world.
- An international, feature-length documentary competition for films created no earlier than January 1, 2017. The competitive program for feature-length documentaries includes films dedicated to northern themes and/or reflecting the lives of the inhabitants — particularly indigenous inhabitants — of the northern regions of the world.
- An international joint competition for short documentaries and live-action films, for films created no earlier than January 1, 2018.
- The "FilmRise!" competition for short documentaries and live-action films making their débuts, created no earlier than January 1, 2018, within the territory of the Chukotka Autonomous Okrug.
- Non-competition screenings of live-action films and documentaries on various topics, created at various times.
Films participating in competitive and non-competitive programs shall meet the following requirements:
- films must be presented in the Digital Cinema Package format, with the film in its original language, and with Russian subtitles if the original language is not Russian;
- participation of any film in the competition requires the presence of the director and/or the lead actor. If neither the director nor the lead actor can attend the Festival, the Directorate of the Festival may keep the film in the competition provided that it is presented by another member of the film crew in a leading creative position;
- video media containing films that have proceeded through the formal selection process shall not be returned to the owner, but transferred to the archive of the Festival.
Article 5. During the Festival, no film in the competitive program may be withdrawn from the program.
Article 6. The winners of the Festival shall be determined by viewers' votes and the decision of an expert jury.
Article 7. The following awards shall be presented based on the results of the Festival:
- «The Big Golden Raven» -the grand prize of the Festival for the best film in the feature-length live-action and documentary categories, on the basis of the viewers' preferential voting;
- «The Golden Raven» -the Festival's award for the best film in the feature-length, live-action film category, on the basis of the decision of a jury of experts;
- «The Golden Raven» -the Festival's award
for the best film in the feature-length documentary category, on the basis of the decision of a jury of experts;
- A special certificate from the jury of the Festival for the best film in the joint category for short live-action films and documentaries;
- A special certificate from the jury of the Festival for the best film in the "FilmRise!" category, based on the decision of a jury of experts.
Article 8. Submissions for the Festival shall be open, and the selection committee shall begin its work, December 10, 2018 to March 31, 2019.
The submission form for the Festival's competitive program, as well as all necessary materials concerning the film, must be submitted within the period from December 10, 2018 to March 31, 2019 via a web form for this purpose on the Festival's official website at

Submissions for the competitive programs of the Festival shall be accepted
until 11:59 P.M. Moscow Time on March 31, 2019. The Selection Committee of the Festival will make its final decisions no later than
April 10, 2019.
Article 9. The complete submission form, promotional materials, synopses and technical cards for each selected film must be submitted to the Moscow office of the Festival Directorate no later than
April 21, 2019.

Article 10. The Festival shall bear all the expenses of the transportation agent (both arriving and departing) related to transporting, storing and insuring electronic media containing the selected films.
In the event of loss or damage to these electronic media, liability shall be incurred only with respect to the cost of such electronic media as specified by the producer in the film's technical card.
Article 11. The artistic director of the Festival retains the right to make decisions in matters not specified in these Regulations.
At the discretion of the Organizational Committee of the Festival and/or the Department of Culture of the Chukotka Autonomous Okrug, and/or the Executive Directorate of the Festival, amendments and additions may be made to the present Regulations, should there be objective grounds for the same.
Amendments and additions to the Regulations are subject to mandatory agreement. The agreement period should not exceed three working days from the moment of documentary (written) initiation.
Article 12. Official screening locations of the Festival in Anadyr:
1) auditorium and other spaces of the Polarny movie theater (by agreement);
2) the Hall for Museum Pedagogics and other spaces of the Chukotka Heritage Museum Center (by agreement);
3) the spaces of the House of Folk Arts (by agreement).
Article 13.
In the period preceding the Festival, the Executive Directorate shall hold the following events:
1) a presentation of the programs and campaigns of the Festival in Anadyr, no earlier than May 2019.
2) a press conference of organizers and partners of the Festival in Moscow, in April 2019.
3) information and promotion campaigns for the coverage and promotion of Festival events during the entire period preceding the Festival.
Article 14. Participation in the Festival requires compliance with these Regulations.
